CITY PROPOSAL:
BE IT RESOLVED, that the proper city officials are hereby authorized to accept and execute a Federal Recreational Trail Program grant agreement with the Minnesota Department of Natural Resources, substantially in the form attached hereto as Exhibit A, for $150,000 to rehabilitate snowmobile trail infrastructure in the Spirit Mountain area, with said funds to be deposited into fund 452-030-4210-01-HANDHTAX-1519 (Tourism & Recreational Projects, Finance, Pass-thru Federal Grant Capital, Improvements Other Than Buildings, Half and Half Tax Projects, Snowmobile Trails).

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

FURTHER RESOLVED, the city will provide the match of $250,000 with grant funding through the Regional Trail Program as authorized by City of Duluth resolution 23-0401R.

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes acceptance of a Federal Recreational Trail Program ("FRTP") grant of $150,000 from the Minnesota Department of Natural Resources ("MnDNR") to rehabilitate snowmobile trail infrastructure in the Spirit Mountain Area. The scope of work includes new abutments for a bridge over Knowlton Creek and reconstruction of previously abandoned trails including ditching, regrading, and culvert replacement.
