Title
RESOLUTION AUTHORIZING AN APPLICATION BY THE DULUTH ECONOMIC DEVELOPMENT AUTHORITY TO THE MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR A CONTAMINATION CLEANUP GRANT FOR THE DULUTH HERITAGE SPORTS CENTER PROJECT.
Body
CITY PROPOSAL:
RESOLVED, that the city council hereby authorizes the Duluth Economic Development Authority (“DEDA”) to submit an application to the Minnesota department of employment and economic development for a contamination cleanup grant on or about November 1, 2026, for the Duluth Heritage Sports Center project at the Clyde Iron site.
FURTHER RESOLVED, that DEDA has the legal authority to apply for financial assistance, and the institutional, managerial and financial capacity to ensure adequate project and grant administration.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution approves DEDA’s application for a Contamination Cleanup Grant on behalf of Duluth Heritage Sports Center to be submitted on November 1, 2026 to the Minnesota Department of Employment and Economic Development (“DEED”). DEED’s Contamination Cleanup Grant Program helps with the costs of assessing and cleaning up contaminated sites. Sites at Clyde Iron have a history of contamination as they were formally part of the manufacturing plant known as Clyde Iron. Contamination cleanup grants require a minimum 25% local match upon award.
If awarded, this grant will provide contamination cleanup support at the Duluth Heritage Sports Center in the redevelopment process of the parcels at the Clyde Iron site for future expansion of the facility.
