RESOLUTION AUTHORIZING AN APPLICATION TO THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES (DNR) FOR THE OUTDOOR RECREATION LEGACY PARTNERSHIP (ORLP) PROGRAM FOR $1,120,000 TO IMPLEMENT THE WAABIZHESHEKANA: THE MARTEN TRAIL MINI-MASTER PLAN AND INTERPRETIVE PLAN

CITY PROPOSAL:
BE IT RESOLVED that City of Duluth as applicant, has the authority to act as legal public sponsor for the application described in the Minnesota Department of Natural Resources Outdoor Recreation Legacy Partnership Program.
BE IT FURTHER RESOLVED that the City of Duluth is fully aware of the information provided in the application and associated responsibilities, including long-term commitments as defined in the application and related master plan and supporting information as submitted.
BE IT FURTHER RESOLVED that, should the application be awarded, the City of Duluth has the legal authority to enter into formal funding agreements with the Minnesota Department of Natural Resource as fiscal agent for the National Park Service for the referenced project.
BE IT FURTHER RESOLVED that the City of Duluth will comply with all applicable laws and regulations associated with grant funding for their respective portions of any project.
Statement of Purpose
This resolution authorizes application to the National Park Service Outdoor Recreation Legacy Partnership Program for $1,120,000 to construct a portion of Waabizheshikana: The Marten Trail and improvements at Munger Landing and Blackmer Park.
Waabizheshikana: The Marten Trail is envisioned as an interpretive trail experience along 10 miles of the St. Louis River for a range of audience interests and backgrounds. The 3.3-mile existing trail (formerly known as the Western Waterfront Trail) will be improved and the remaining seven miles will be built in seven segments.
