RESOLVED, that Resolution 15-0831 adopting license, permit, fine, penalty and other charges for 2016, be amended by amending the fee schedule for Special League - Sport - Adult Softball (per team) - Annual.

Statement of Purpose

STATEMENT OF PURPOSE:  The City of Duluth Parks and Recreation Division organizes an adult softball league. Each team in the league pays a $600 annual fee that covers all of the costs the City incurs in association with the program including compensation of a contract league manager, compensation of umpires, and some equipment. The City’s cost to compensate umpires is approximately $150 per team per year. This resolution decreases the team registration fee by $150, from $600 to $450, and shifts responsibility to compensate umpires from the City to each team. Under the resolution, the City-compensated league manager will continue to schedule umpires but teams will be responsible to compensate umpires prior to each game. This will allow teams to pay for only games that are played unlike the current fee structure which covers the entire season regardless of games cancelled due to weather. Staff consulted league participants who expressed support for this change.
