CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an amendment with TRC Environmental Corporation (TRC) for additional engineering services for the stormwater outfall located near 7428 Congdon Blvd, for an increase of $17,339.00, and a new total not to exceed $677,609.45, payable from fund 225-125-1815-5310-STRM1018 (disaster recovery fund; finance; contract services; storm surge October 10, 2018).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to the agreement with TRC for additional engineering services for the stormwater outfall located near 7428 Congdon Blvd.

 

In response to unforeseen site conditions, TRC provided project redesign and increased periodic construction administration services.

 

TRC’s proposal and estimation sheet for this amendment are attached to Exhibit A.

The repairs and corresponding engineering services are part of the federal disaster declaration due to the October 2018 storm. The City will need to cover the costs up front, and while it’s difficult to anticipate what the federal emergency management agency (FEMA) will approve, we are working closely with Homeland Security Emergency Management staff for the best possible outcome.  If approved, FEMA will reimburse 75% of the costs and the state will reimburse 25% of the costs; but if FEMA funds only a portion of the outfalls project, the City may be responsible for a percentage of the $17,339 increase.  Should the City be required to fund a portion of this increase, payment will be made from the Storm Water Fund.
