CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract for the purchase and installation of salt brine truck fill stations and tanks from Cargill Inc. for a total amount of $225,810.22, payable from fund 290-500-5535 (street system maint Utility, Public Works and Utilities, non-capital improvements)

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the purchase and installation of salt brine truck fill stations and tanks in the amount of $255,810.22. In accordance with our MS4 Permit and our Chloride Reduction Plan, this equipment is a key element in the application and tracking of chloride used to provide safe and efficient transportation on the City’s roadways.

This equipment will be installed at the Lund, Riley and Mesaba Street Maintenance shops that currently do not have operable brine generators and storage tanks. This purchase will ensure that all our locations have close and easy access to liquid deicers for our plow truck fleet to utilize. This purchase will also reduce the travel time to reload during a snow event, increasing efficiency and reducing associated costs.

The bulk of this purchase ($207,504) is against Minnesota State Contract 222344, Release S-829(5). The remainder ($48,306.22) is labor and associated items needed to complete installation and commissioning. We have chosen Cargill for this purchase as the City currently owns Cargill brand systems, in order for the brine systems to work as designed it will need to stay with the current manufacturer. Installation and commissioning need to be done by Cargill to ensure that the new units work properly and connect to our current system.
