RESOLUTION AUTHORIZING ADOPTION OF THE AMENDED COMMUNITY DEVELOPMENT PROGRAM CITIZEN PARTICIPATION PLAN.

CITY PROPOSAL:
RESOLVED, that the city council of the city of Duluth hereby adopts the amended community development program citizen participation plan (as seen in Attachment 1) dated March 2018.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution will implement recommended changes in the city of Duluth’s citizen participation plan. The plan ensures that Duluth is in compliance with housing and urban development (HUD) Regulation 24 CFR 91.105 which states the city will ensure citizen participation in the development of the consolidated plan and annual funding processes; including the noticing of hearings, public comment periods, and other community development committee processes. The need for the amendment was to incorporate HUD’s new guidelines related to the public process the city must follow during the development of the Affirmatively Furthering Fair Housing assessment.
The community development committee held a public hearing on the proposed changes to the plan and voted on February 27, 2018 to recommend the amended citizen participation plan to the city council. Prior to that hearing a 30-day public comment period was advertised, during which no comments were received.
