CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute a sub-recipient grant agreement, substantially in the form of that attached Exhibit A, with New Burnham, LLC, sub-granting to said company up to $240,000 of funds from the Minnesota State Historical Society to fund a portion of the cost of historic window replacement at the Historic Saint Louis County Jail located at 521 W 2nd Street; said sum to be payable from fund no. 262-020-5434 (Community Development - Planning - Grants & Awards).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes city officials to execute a sub-recipient grant agreement with New Burnham, LLC to provide funds in the amount not to exceed $240,000 to be used for removal of existing non-historic glass block windows and to replace them with replications of historic windows as part of the larger rehabilitation and adaptive reuse of the Historic Saint Louis County Jail building. This project will substantially restore the historic fa?ade of the structure. The city's planning and development division received a grant in the amount of $240,000 from the Minnesota Historical Society, Heritage Preservation Department to support historic window restoration in partnership with New Burnham, LLC. New Burnham will provide matching funds for the grant in the amount of $118,000 and will secure and install the replacement windows. The City will contribute in-kind staff time in an amount not to exceed $4,500. The subrecipient agreement assures all project work is adhering to the Historical Society's grant policies and procedures.
