CITY PROPOSAL:

RESOLVED, that the proposed specifications for the new civil service classification of human resources leave specialist (attached as Exhibit A), which were approved by the civil service board on October 3, 2023, are approved. This classification shall be subject to the city's collective bargaining agreement with its confidential unit employees; and that pay range for said classification shall be Ranges 9A-10, pay rate of $60,527 to $81,190 per year.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The new classification of human resources leave specialist has been created as a result of a job audit. The human resources leave specialist serve as the city of Duluth's primary point of contact for workers' compensation claims, and will oversee and administer leave of absence requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), and federal, state, and local leave laws. The pay range negotiated for the classification is Ranges 9A-10, pay rate of $60,527 to $81,190 per year.
