RESOLUTION OF INTENT FOR CONSTRUCTION OF A SANITARY SEWER TO SERVE PROPERTIES ON ROSLYN AVENUE BETWEEN OXFORD STREET AND CARLISLE AVENUE, AND TO ASSESS THE COSTS THEREOF.

CITY PROPOSAL:
RESOLVED, that pursuant to Section 61 of the City Charter, the city council hereby expresses its intent to cause the installation of a sanitary sewer within an existing right of way to serve properties on Roslyn Avenue between Oxford Street and Carlisle Avenue, and hereby requests that the mayor prepare or cause to have prepared plans, specifications and estimates therefor, and to file such plans and estimates with the special assessment board, together with a recommendation as to what portion of the costs should be paid by special assessment, the number of installments in which assessments may be paid, and the properties which should include the special assessment.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution begins the formal process of making assessable improvements for replacement of a private sanitary sewer and installing a public sanitary sewer to serve the properties at 2416, 2415, 2408, 2339, and 2328 Roslyn Ave. See attached location map.
As provided for in Section 61 of the Charter, the process can be initiated either by petition or by action of the city council itself. This case is by petition by the owners at 2416, 2415, 2408, 2339, and 2328 Roslyn Ave.
The resolution of intent is the first step in the process. Once approved, the Engineering Department will prepare plans and specifications for the work, estimates of project costs, and the assessments involved. Notices will then be sent to the affected property owners, and they will be given the opportunity to be heard at a public hearing before the special assessment board. After the board makes its recommendations, the matter will return to the city council for consideration of an ordering in the improvement by resolution.
