CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute a fifty (50) year agreement, substantially the same as the agreement attached as Exhibit 1, with Duluth Graduate Medical Education Council, Inc., d/b/a Duluth Family Medicine Clinic and Duluth Family Practice Center, for the lease of space located at 330 North 8th Avenue East for the purpose of operating its family medical clinic, medical residency program for family physicians, and other related services.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a fifty (50) year agreement with Duluth Graduate Medical Education Council, Inc., d/b/a Duluth Family Medicine Clinic and Duluth Family Practice Center, a Minnesota non-profit corporation ("Council"), for the lease of space located at 330 North 8th Avenue East for operation of its family medical clinic, medical residency program for family physicians, and other related services. The Council leased this property from the City for the past 20 years under an agreement that has now expired.

The Council supports a medical residency program for family physicians and operates a full-spectrum family medicine clinic that provides affordable healthcare to the local community, including low and moderate income residents of the City of Duluth and uninsured and underinsured patients.

The Council shall lease the real property from City at no cost. The consideration for the lease shall instead be the public benefit provided by the Council through its operation of above-described services.
