CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to purchase five operator interface terminals (OITs) from PRIMEX for an amount not to exceed $72,961.00, payable from fund 510-500-1905-5535; (water, Public Works and Utilities, capital (incl deprec/debt svc), non-capital improvements).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of five OITs from PRIMEX for an amount not to exceed $72,961.00.
The filter panels at the Lakewood Water Treatment Plant are connected to a SCADA control system, for which PRIMEX is the proprietary service provider. The city is upgrading five filter panel OITs, which are are industrial screens that display the manufacturing processes.
The programmable logic controllers for this system were replaced in 2024 and due to budget constraints, we had to purchase the equipment separately. These OITs are the final step in removing personal computers from the SCADA system to provide a more secure and robust system. The city has a yearly service plan with PRIMEX for work on the SCADA system, making this a sole-source purchase because of the proprietary nature of the software. This is a budgeted capital expense.
