CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with Dirt Inc., to restore a portion of the Western Waterfront Trail, in accordance with the plans and specifications prepared by TKDA dated July 8, 2016, in the amount of $163,410.75, payable from Tourism & Recreational Projects 452; Finance 030; Improvements Other than Buildings 5530; Project: HANDHTAX-1501-02 - Half&Half Tax Projects, Western Waterfront Trail, Renewal.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Dirt Inc., to restore 2.8 miles of the Western Waterfront Trail from the northern crossing of the trail at 63rd Avenue West near Waseca Street going south to where the trail intersects the Spirit Mountain snowmaking system pump house, in the amount of $163,410.75.
The aim of the project is to increase the accessibility of the trail in a manner that minimizes harm to the surrounding natural environment, particularly high value trees. The project is intended to increase the accessibility of the crushed stone portions of the trail wherever possible to meet or exceed Architectural Barriers Act (ABA) guidelines. When complete, 2.5 miles of the trail will meet ABA standards for slope, firmness, and stability. In order to reduce impacts to the natural environment, the .3-mile-long northeastern end of the trail has been designed to meet standards for firmness and stability but not slope. The project will also improve two wooden bridges, replace one boardwalk and add one Americans with Disabilities Act accessible off-street parking space.
The project design reflects strong public input solicited via a stakeholder advisory committee that met five times, informational mailers sent to nearby residents, and periodic press releases on project status.
