CITY PROPOSAL:
WHEREAS, the city council on December 18, 2023, approved Resolution 23-0992 authorizing an agreement with 1898 & Co., part of Burns & McDonnell Engineering Company, Inc. pertaining to the Site Assessment and Evaluation for Solar PV & Storage Project; and
WHEREAS, the original agreement was never finalized and the Proposer has requested certain revisions to the agreement which the Proposer and the City cannot come to agreement; and
RESOLVED, that the city council does hereby rescind Resolution 23-0992 and approves an agreement with LHB, Inc. for the Site Assessment and Evaluation for Solar PV & Storage Project for an amount not to exceed $180,474.00 payable from fund 257-025-3001-5310 (energy management, Sustainability, RACER, contract services), which work included is more fully described in the proposal attached as Exhibit A.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to rescind the city council's December 18, 2023, approval of an agreement for engineering services to 1898 & Co, part of Burns & McDonnell Engineering Company, Inc., and to obtain the city council's approval of an agreement with LHB, Inc. for an amount not to exceed $180,474.00.

This agreement is part of the Renewables Advancing Community Energy Resilience (RACER) grant awarded to the City of Duluth by the Department of Energy. The work accomplished by the agreement will guide future Solar Photovoltaics (PV) and Storage sites for the City of Duluth. Part of the project includes the identification of 8-12 sites around the city that would benefit from solar development.
