CITY PROPOSAL:

BE IT RESOLVED, that the proper city officials are authorized to execute the first amendment, substantially in the form attached as Exhibit A, to the Deer Management Services Agreement (city contract number 24365) with the Arrowhead Bowhunters Alliance, Inc., to update the terms of the agreement and extend the expiration date to March 15, 2028.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the first amendment, substantially in the form of the attached Exhibit A, to the Deer Management Services Agreement (city contract number 24365) with the Arrowhead Bowhunters Alliance, Inc., to update the terms of the agreement and extend the expiration date to March 15, 2028.

 

The ABA has managed the hunt on behalf of the City since 2005. The hunt has reduced the overabundance of deer in the City as evidenced by the increase in the level of hunter effort necessary to harvest a deer. In the inaugural 2005 hunt, 177 hunters harvested 331 deer, or 1.87 deer harvested per hunter. In the 2024 hunt, 317 hunters harvested 166 deer, or .52 deer harvested per hunter.

 

The changes to the terms of the agreement include updated indemnification language and insurance requirements, a three-year extension of the agreement, adjustments to the composition of the City review panel responsible for overseeing the hunt and advising on its management, and specification of key topics that must be addressed at the annual meeting of ABA leadership and the City review panel.
