RESOLUTION AUTHORIZING APPLICATION FOR A GRANT FROM THE MINNESOTA DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR A TRANSPORTATION ECONOMIC DEVELOPMENT INFRASTRUCTURE PROGRAM GRANT IN THE AMOUNT OF $1,657,688 AND IF SELECTED, COMMITTING UP TO $444,558 IN CITY MATCHING FUNDS.

CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to submit an application to the Minnesota department of employment and economic development (DEED) for a Transportation Economic Development Infrastructure (TEDI) program grant in the amount of $1,657,688 for extending Waseca Industrial Road to connect directly to Highway 23 and Grand Avenue for purposes of transportation improvements and economic development; and
FURTHER RESOLVED, that the City has the legal authority to apply for financial assistance and the institutional, managerial and financial capability to ensure adequate grant administration; and
FURTHER RESOLVED, that the City has not violated any federal, state and local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practices; and
FURTHER RESOLVED, that the City hereby commits, if selected, to provide no less than $444,558, payable from Fund 411 Permanent Improvement Fund in a qualified match contribution to be provided by the city of Duluth; and
FURTHER RESOLVED, that if approved by the state, acceptance thereof is subject to further resolution by the council authorizing execution of the grant agreement with the state.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the application by the city to DEED for a TEDI program grant to be used for extending Waseca Industrial Road to connect directly to Highway 23 and Grand Avenue for purposes of transportation improvements and economic development.
