CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with Rachel Contracting, LLC for the Shoreline Rehabilitation Between 3rd Avenue East and 4th Avenue East project for a total amount not to exceed $653,860.64, payable from fund 225-125-1822-5310-STRM1122-04 (disaster recovery fund, finance, storm surge November 2022, contract services, storm surge November 10, 2022, MN DOT Outfalls).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Rachel Contracting, LLC for the Shoreline Rehabilitation Between 3rd Avenue East and 4th Avenue East project for an amount not to exceed $653,860.64.
This project will repair and reinforce a segment of shoreline that was damaged by wind and wave action during the November 10th, 2022 storm. The scope of work will excavate and filter beach material and debris, regrade the soil and rocks, salvage and restore displaced stones, set additional armor and toe stones, construct a new concrete retaining wall, and install a new chain-link fence along the Lakewalk.
Funding for the project was received through State Disaster Assistance provided to St. Louis County in order to repair affected infrastructure and mitigate damage in future extreme weather.
Purchasing issued an Invitation to Bid on September 8th, 2023 and received two bids as listed below. Rachel Contracting, LLC submitted the lowest responsive bid.
