RESOLVED, that:
Resolved, that the proper city officials are hereby authorized to contract with Ecosign Mountain Resort Planner LTD for the completion of a Master Plan Update for the Spirit Mountain Recreation Area for services not to exceed $66,000 payable from Fund 258, the Tourism Tax Fund balance.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution approves a professional services contract with Ecosign Mountain Resort Planner LTD for the completion of a Master Plan Update for the Spirit Mountain Recreation Area for an amount not to exceed $66,000 payable from the Tourism Tax Fund balance.
The update to the Spirit Mountain Master Plan is proposed jointly by the Parks & Recreation Division, the Community Planning Division, and the Business Development Division. The purpose of the update is to modify the plan to enhance the financial resiliency of Spirit Mountain, to accommodate improvements to the mountain bike trail system and the Nordic ski area expansion, and to consider the potential for expansion of parking and private development at the lower base area.
The purchasing division posted a request for qualifications (RFQ) on April 4, 2016 and directly sent the RFQ to four qualified firms. One response was received. A committee of Community Planning and Business Development staff reviewed the proposal and verified that Ecosign Mountain Resort Planner LTD’s proposal will meet the community’s goals in updating the Master Plan for the Spirit Mountain Recreation Area.
