CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Rock Solid Trail Contracting, LLC., for the phase V construction of the Duluth traverse trail, in accordance with the plans and specifications prepared by the City of Duluth Parks Department, and the contractor’s base bid and mobilization cost of $392,672.50 and Alternate #1 of $80,170.75 for a total contract amount of $472,843.25, payable from Parks Fund 205; Community Resources 130; Parks Capital 1220; Improvements Other than Buildings 5530; Project: CM205-Travrs - Cap Mtce Fund 205, Traverse Trail.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Rock Solid Trail Contracting, LLC., to construct approximately 8.2 miles of new bike-optimized, multi-use natural surface single track trails on public lands from Enger Park to the base of Spirit Mountain Recreation Area, for a total amount of $472,843.25.
This project is funded as follows:
• $99,989.48 from a “Federal Recreational Trail Program” grant administered by the Minnesota Department of Natural Resources;
• $130,702.88 from a Minnesota Department of Natural Resources “Regional Trail Grant Program”;
• $230,692.36 from the half and half fund; and
• $11,458.53 from the parks fund.
This section of trail will be part of the Duluth Traverse Trail System, a multi-use single track natural surface trail system which, once completed, will span the entire length of the City of Duluth with 100 miles of trail.
The purchasing division posted a request for bids to the city’s website on March 10, 2016, and received one bid by the closing date. The bid was reviewed and the project was awarded to Rock Solid Trail Contracting, LLC.
