CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement for the services identified in the attached Exhibit A with Short Elliott Hendrickson, Inc., (SEH) for stormwater resiliency planning services for an amount not to exceed $100,000, payable from 535-500-1905-5533, UtilB-2069 (stormwater, public works and utilities, capital [incl deprec/debt svc], capital improvements-revenue; utility projects budgeted, stormwater resilience).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with SEH to begin the formulation of a comprehensive City of Duluth surface water management plan. The project will include an in-depth study of the 32nd Avenue West Creek watershed that will inform present stormwater and drainage infrastructure vulnerabilities in portions of the Lincoln Park community. The planning process will include a community engagement session intended to inform local residents of identified stormwater vulnerabilities. The project will position the city to pursue future implementation funds for project outcomes intended to increase the city’s collective stormwater and climate resiliency.
The project is fully funded by a previously awarded MPCA Resiliency Planning grant.
The Purchasing Division issued a Request for Proposals for these services and received six proposals. After technical and cost review, SEH had the highest score and is being recommended for award.
