RESOLUTION REQUESTING THAT THE CITY ADMINISTRATION REPORT TO COUNCIL ON TWO PROPOSALS CONCERNING VACATION DWELLING UNITS.

RESOLVED, that the council requests that the city administration consider and report to the council on the feasibility of the following proposals concerning permitting vacation dwelling units:
• Creating a waiting list for potential vacation dwelling unit permit holders. The administration should consider time limits for applying for a permit once a potential permit holder is notified of an available permit and how refusing an available permit affects potential permit holders’ status on the waiting list;
• Allowing a new owner to keep a vacation dwelling unit permit on a purchased property if the permit is valid for more than a year after the date of sale. If the new property owner chooses to relinquish the permit, a permit becomes available and the first person on the waiting list can be notified; and
• Allowing holders of home share permits that provide proof that the property is their primary residence to rent out the property short-term without being present for a limited number of days per year.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to request that the administration consider and report back to the city council on two proposals concerning vacation dwelling units. The first proposal is to establish a waiting list for potential permit holders and timeframes for applying for available permits. The second proposal allows new property owners to keep vacation dwelling unit permits if more than a year remains on a permit. If a new owner relinquishes a permit, the first potential permit holder on the waiting list will be allowed to apply for the available permit.
