CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a Federal Recreational Trail Program grant of up to $150,000 to rehabilitate snowmobile trail infrastructure in the Spirit Mountain area.

 

FURTHER RESOLVED, the City of Duluth has the legal authority to apply for the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

 

FURTHER RESOLVED, the City will provide the twenty five percent match through an application to the Recreational Trail Program.

 

FURTHER RESOLVED, the Duluth City Council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Natural Resources for a Federal Recreational Trail Program grant of up to $150,000 to rehabilitate snowmobile trail infrastructure in the Spirit Mountain Area. The scope of work includes new abutments for a bridge over Knowlton Creek and ditching, regrading, and culvert replacement along existing trails. The City expects to apply for a companion state grant in March with the intention that the state and federal grants would match each other so as to avoid the necessity for a significant City financial contribution.
