CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Donald Holm Construction Co. Inc. for the construction of Morgan Park Community Center Roof Improvements for the amount of $270,835.44, payable from fund 257-025-3006-5520 (energy management, sustainability, Morgan Park resilience grant, buildings & structures).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Donald Holm Construction Co. Inc. for the construction of Morgan Park Community Center Roof Improvements for the amount of $270,835.44.
The project will enhance thermal performance of the Morgan Park Community Center by installing additional insulation below the entire roof deck. These improvements will increase the building’s energy efficiency, extend the envelope system’s longevity, and improve occupant comfort through more consistent conditions.
On July 14, 2026, the Purchasing Division issued an Invitation to Bid. Of the four bids received, Donald Holm Construction Co. Inc. were the lowest, responsive bidders, as detailed in Exhibit A.
Funding for construction is received through a grant of $496,205.00 from the Minnesota Pollution Control Agency’s community resilience grant program.
