RESOLUTION REQUESTING THE CITY ADMINISTRATION TO REVIEW THE VACATION DWELLING AND ACCESSORY HOME SHARE PERMIT PROGRAM IN TWO YEARS AND PROVIDE A REPORT TO THE CITY COUNCIL.

BY COUNCILOR HOBBS:
WHEREAS, the market for home share and vacation dwelling rental spaces is rapidly evolving with the growth of various websites such as Airbnb and VRBO; and
WHEREAS, the city council has establishing a permitting process to allow property owners to rent vacation dwellings and rooms in owner occupied residential dwellings; and
WHEREAS, the city council is trying to balance the interests of the traditional hospitality industry with the interests of other community members by setting policies that meet the needs of today and the future; and
WHEREAS, the city council recognizes the need to review the impact of vacation dwelling and home share regulations on the community and hospitality industry after a certain period of implementation.
NOW, THEREFORE, BE IT RESOLVED, that the city council requests a comprehensive administrative review of the home share and vacation dwelling regulations in Chapter 50 of the Duluth City Code, as amended, to be completed no later than March 31, 2018, and that a report on the administrations findings be presented to the city council by April 30, 2018.
Statement of Purpose
STATEMENT OF PURPOSE: The city council recognizes the need to review the effects of vacation dwelling and home share regulations after these regulations have been in effect for a period of time. This resolution requests that the city administration conduct a comprehensive review of the vacation rental and home share regulatory program in 2018 and report back to the city council.
