RESOLUTION AUTHORIZING AGREEMENT FOR THE CITY OF DULUTH AND THE HUMAN DEVELOPMENT CENTER FOR THE FY 2024 COMPREHENSIVE OPIOID STIMULANT AND SUBSTANCE USE SITE-BASED PROGRAM AWARD.

 

Body

CITY PROPOSAL:

                     WHEREAS, the city of Duluth is the recipient of an Office of Justice Programs Award from the U.S. Department of Justice pursuant to which the city is to act as the fiscal agent for funds to be used for the operations of the City of Duluth BJA FY 24 Comprehensive Opioid Stimulant and Substance Use Site-based Program (“COSSUP”); and

                     WHEREAS, under the agreement Human Development Center (“HDC”) agrees to carry out its responsibilities and provide professional services in support of the COSSUP by hiring a Crisis Response Provider and Licensed Alcohol and Drug Counselor.

                     NOW THEREFORE, that the proper city officials are hereby authorized to execute an agreement substantially in the form attached hereto as Exhibit A, with Human Development Center for the term August 1, 2025 through September 30, 2027, at a maximum cost of $141,778.

 

Statement of Purpose

STATEMENT OF PURPOSE: The city of Duluth and the Human Development Center will use the funds for the operations of the City of Duluth BJA FY 24 Comprehensive Opioid Stimulant and Substance use Site-based Program (“COSSUP”) to improve, expand, and evolve the Lake Superior Substance Use Diversion and Response Team to assist more individuals struggling with opioid, methamphetamine and other drug-related overdose events, promote quicker access to the Response Teams, increase outreach, and increase access to chemical dependency assessments.
