RESOLUTION AUTHORIZING ACCEPTANCE OF A REGIONAL TRAIL PROGRAM GRANT OF $300,000 TO CONSTRUCT A PORTION OF THE CROSS CITY TRAIL.

CITY PROPOSAL:
BE IT RESOLVED, that the proper City officials are hereby authorized to execute the grant agreement and any amendments thereto, substantially in the form attached as Exhibit A, with the State of Minnesota to accept a Regional Trail Program Grant of $300,000 to construct a portion of the Cross City Trail, with said funds to be deposited into fund 205-130-1220-4220-01-CM205-CCTRL-KWKTRP (parks fund, community resources, parks capital, State of Minnesota capital, capital maintenance fund 205, Cross City Trail, phase 6b-Kwik Trip segment).
FURTHER RESOLVED, that the City of Duluth will meet the required match of $150,000 through a Federal Recreational Trail Program Grant.
FURTHER RESOLVED, the Duluth City Council names the fiscal agent for this project as Nina Salinas, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes acceptance of a Regional Trail Program Grant in the amount of $300,000 to construct a portion of the Cross City Trail. The required matching funds for this grant will be a $150,000 Federal Recreational Trail Program Grant.
The Cross City Trail is envisioned as a multi-use accessible connection between the Willard Munger State Trail and the Lakewalk. The Cross City Trail is a critical alternative transportation option for residents and visitors providing connectivity between neighborhoods in western Duluth and commercial and business areas. It is the only paved trail in this area, and its completion will create a continuous route for multi-modal transportation through Duluth. Since the adoption of the Cross City Trail Master Plan in 2017, the City of Duluth has made steady progress towards implementation, and less than one mile of construction remains to complete the trail.
