RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR A CONSERVATION PARTNERS LEGACY PROGRAM GRANT OF UP TO $500,000 TO RESTORE NATIVE PLANT COMMUNITIES AND ENHANCE FOREST HABITATS IN THE LESTER-AMITY-HAWK RIDGE DESIGNATED NATURAL AREA

CITY PROPOSAL:
BE IT RESOLVED, that the proper City officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a Conservation Partners Legacy grant of up to $500,000 to restore native plant communities and enhance forest habitats in the Lester-Amity-Hawk Ridge Designated Natural Area (LAHR DNAP).
FURTHER RESOLVED, that the City of Duluth recognizes the ten (10) percent match requirement for the Conservation Partners Legacy grant program, and will provide said match through in-kind staff time provided by City staff and staff from the partner organizations that help steward of the LAHR DNAP.
FURTHER RESOLVED, that the City of Duluth has the legal authority to apply for the grant funds, will work with the State of Minnesota to develop a Grant Agreement should the funds get awarded, and will comply with all applicable laws and regulations in conducting the work to achieve the grant goals.
FURTHER RESOLVED, that the Duluth City Council names the fiscal agent for this project as Nina Salinas, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an application to the Minnesota Department of Natural Resources for a Conservation Partners Legacy grant of up to $500,000 to restore Native Plant Communities and forested habitats in the Lester-Amity-Hawk Ridge Designated Natural Area. This project will be conducted in collaboration with the entities that help steward this Designated Natural Area-the Minnesota Land Trust, Hawk Ridge Bird Observatory, South St. Louis Soil and Water Conservation District and Minnesota Trout Unlimited. The required matching funds will be provided in-kind from City staff and LAHR DNAP partner organizations.
