RESOLUTION AUTHORIZING THE PURCHASE OF A FIRE ENGINE FROM CUSTOM FIRE APPARATUS, INC. IN THE AMOUNT OF $988,634.68

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with Custom Fire Apparatus, Inc. for the purchase of a fire engine in the amount of $988,634.68 payable from fund 110-700-1420-5580 (general fund, transfers and other functions, capital program, capital equipment).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of a fire engine to replace a 2001 American LeFrance fire engine. Maintenance costs for the 2001 unit total $257,316; however, American LeFrance has been out of business since 2014 and parts are no longer supported, which makes repairing anything cab- or chassis-related difficult, slow, and expensive. Industry standard recommends replacement of these vehicles after 12-15 years.
In 2020, the City received CARES funds to cover expenditures incurred due to the public health emergency with respect to COVID-19. Funds were set aside for worker’s compensation, unemployment, and other COVID-19 hard costs. The City has made the obligatory payments and funds remain to be transferred to the general fund and used to purchase a fire engine.
This purchase is made through the Joint Powers Agreement with the Houston-Galveston Area Council (HGAC) Consortium, which was approved by City Council on August 13, 2018 under resolution 18-0587R. The city intends to take advantage of a prepayment option which will lower the purchase price by $24,565,43.
