CITY PROPOSAL:
BE IT RESOLVED, that the proper City officials are hereby authorized to accept and execute a grant agreement with the Energy Future Grant Program, in an amount not to exceed $500,000, with said funds to be deposited into fund: 257-025-3003.

FURTHER RESOLVED, the City of Duluth has the legal authority to accept these funds and the financial, technical, and managerial capacity to ensure proper planning and maintenance of the project. This funding requires no match funds.

FURTHER RESOLVED, the Duluth City Council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth, Minnesota 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This Resolution authorizes acceptance of a $500,000 grant from the US Department of Energy, Energy Future Grant Program. J40 Community LEAPing Forward: Accelerated Planning for Commercial Building and Industrial Decarbonization (LEAPing) is a planning and outreach project coordinated by the City of Duluth Sustainability and Planning and Economic Development Departments and Ecolibrium3. LEAPing builds upon a successful Community Local Energy Action Plan that engaged local stakeholders and governments to develop implementable industrial decarbonization pathways for commercial buildings and next-level regional energy planning.

A Duluth Commercial Building Working Group, a Regional Industrial Decarbonization Working Group, and an Environmental Justice Working Group will be established to guide the development of two decarbonization plans: a Duluth Operational Plan for community-scale commercial building decarbonization and a Northeast Minnesota Regional Economic Development Plan for industrial decarbonization.
