RESOLUTION AUTHORIZING AN AGREEMENT WITH BOLTON & MENK, INC. FOR A LAND USE STUDY OF THE FORMER LESTER PARK GOLF COURSE IN THE AMOUNT OF $197,546.

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into an agreement with Bolton and Menk, Inc., substantially in the form of that attached as Exhibit A, in the amount of $197,546, payable from fund 110-132-1301-5310 (general fund, Planning & Construction Services, planning and development, contract services).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an agreement with Bolton & Menk, Inc. in the amount of $197,546 for a land use study, including a market and demand analysis, of the former Lester Park Golf Course.  The study will serve as a supplement to the City’s Comprehensive Plan and Parks Essential Open Spaces Plan; will seek to balance parkland, housing, commercial and permanently protected green space; and will serve as a tool to help determine next steps for the property.

 

Purchasing issued a request for proposals on December 10, 2025, and received six proposals. After evaluation of all six proposals, Bolton & Menk, Inc., scored the highest and is recommended for award.  The list of proposers and their evaluated scores are in the attached table.
