RESOLVED, that in accordance with the provisions of Section 33-97 of the Duluth City Code, 1959, as amended, the following “No Parking” zones are hereby established:
Even side of 4th Street from Mesaba Avenue to 5th Avenue E.
Odd side of 4th Street from 3rd Avenue E to 4th Avenue E.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution codifies and extends parking restrictions on 4th Street as necessitated by the 4th Street Reconstruction Project, City Project No. 2096 scheduled to begin in 2028. The project will narrow the roadway to create larger boulevards and enhance multi-modal and pedestrian spaces. The City will be spending Municipal State Aid Street Funds on improvements to 4th Street and the design does not provide adequate roadway width to allow parking on both sides of the street. Minnesota Department of Transportation approval of the proposed design as a Municipal State Aid Street project is therefore conditioned upon the proposed parking restrictions.
The proposed restrictions were discussed at the Duluth Parking Commission meetings held on June 5, 2026, and August 7, 2026. The Parking Commission voted for establishing the “no parking” zones on 4th Street.
