RESOLVED, that the proper city officials are hereby authorized to reprogram $5,000 of 2015 Community Development Block Grant Funds and transfer funds to the West Duluth Food Access and Education Project.

Statement of Purpose
STATEMENT OF PURPOSE: The West Duluth Food Access and Education Project includes improvements to a vacant lot at 45th Avenue West and Grand Avenue, including a deep winter greenhouse, gardens, community gathering space, and other site improvements. Community Action will lease and operate the greenhouse.
After bidding the project, an additional $18,000 is needed for the construction of the greenhouse which is expected to start fall 2017. In addition to the $5,000 of Community Development Block Grant (CDBG) funds, Junior League of Duluth and Community Action Duluth are contributing an additional $13,000. The CDBG funds are being reprogrammed from the Washington Center kitchen project. The kitchen project remains under consideration, but is being reevaluated as part of an analysis of city facility needs. Should the kitchen project proceed, the remaining funding would allow for phased construction to evaluate the project and add additional elements at a later time.
