RESOLUTION APPROVING A PRE-COMMITMENT OF $200,000 FISCAL YEAR 2018 FUNDING ALLOCATION TO THE CITY OF DULUTH FROM THE FEDERAL DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR CONSTRUCTION OF GARFIELD SQUARE APARTMENTS.

CITY PROPOSAL:
RESOLVED, that the city council hereby approves a pre-commitment of Fiscal Year 2018 funds to be received by the City of Duluth as allocated by the federal Department of Housing and Urban Development for construction Garfield Square Apartments. The award of $200,000 will be contingent upon the developer, Center City Housing Corporation, successfully securing major funding support from the State of Minnesota's Housing Finance Agency and other funding sources to enable construction to begin next year. The award is also contingent upon the City's receipt of an expected FY 2018 HUD grant award. The development of Garfield Square Apartments will contribute to achieving of housing goals in the 2015-2019 City of Duluth Consolidated Plan and the Continuum of Care's 10 Year Plan to End Homeless.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution provides for a pre-commitment of a portion of the City's expected FY 2018 HUD allocation for the construction of Garfield Square Apartments. Construction of Garfield Square is Phase 2 of the three phase plan to redevelop the Esmond Building in Lincoln Park. Center City Housing is the developer and will be owner. The new building will be located on the upper side of Superior Street along 16th Avenue West. Composed of fifty (50) one-bedroom units, the target residents will be very low income households, many of which are currently living in the Esmond (formerly Seaway Hotel) building. Garfield Square Apartments will provide support housing, including on-site services for tenants and 24-hour, 7-day a week front desk staffing.
