CITY PROPOSAL:

RESOLVED, that the City desires to amend and renew the Joint Powers Agreement C20604, substantially in the form as that attached as Exhibit A, with the Duluth Entertainment and Convention Center (DECC) Authority for the operation of the Minnesota Slip pedestrian draw bridge during year 2023 for a total amount not to exceed $46,700, payable from 258-030-5310 (tourism taxes, finance, contract services).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution renews the multi-year Joint Powers Agreement C20604 with the DECC Authority for the operation of the Minnesota Slip pedestrian draw bridge during year 2023, for an amount not to exceed $46,700. The increase of $3,209.38 over 2022 is based on actual costs incurred by the DECC and schedule changes as negotiated with the City.  Future increases will again be based on the implicit price deflator (IPD) for Minnesota governmental purchases.

 

The City published the original request for proposals in November 2005, and invited eight vendors to submit proposals. The DECC was the only vendor to submit a proposal. Both the City and the DECC signed a contract for the 2006 and 2007 operating seasons. In 2008, both parties signed a new contract, which has since been renewed annually.  The DECC has been operating the bridge for the City since 2001.
