RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR A FEDERAL RECREATIONAL TRAIL PROGRAM EQUIPMENT GRANT OF UP TO $75,000 TO PURCHASE A NEW PUMP FOR THE RIVER STATION TO SUPPORT SNOWMAKING AT THE SPIRIT MOUNTAIN NORDIC CENTER.

CITY PROPOSAL:
BE IT RESOLVED, that the proper City officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a Federal Recreational Trail Program equipment grant of up to $75,000 to purchase a new pump for the river station to support snowmaking at the Spirit Mountain Nordic Center.

FURTHER RESOLVED, that the City of Duluth recognizes the twenty-five (25) percent match requirement for the Federal Recreational Trail Program, and commits matching funds of up to $103,000 from the Athletic Venues Reinvestment Initiative.

FURTHER RESOLVED, that the City of Duluth has the legal authority to apply for the grant funds, will work with the State of Minnesota in developing a Grant Agreement relating to the above-mentioned project, and will comply with all applicable laws and regulations, including environmental review requirements, throughout project implementation.

FURTHER RESOLVED, that the City of Duluth certifies that it has read and understands the State of Minnesota Office of Grants Management Conflict-of-Interest Policy 08-01 and certifies that it will maintain an adequate Conflict-of-Interest Policy and monitor and report any actual, potential, or perceived conflicts of interest upon discovery to the State of Minnesota.

FURTHER RESOLVED, that if awarded the grant, the City of Duluth will maintain the equipment acquired through this grant for no less than twenty-five (25) years as required by the Federal Recreational Trail Program or until such time as appropriate disposition actions are approved by the Minnesota Department of Natural Resources.
