CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute a ten-year lease agreement, substantially the same as the agreement attached as Exhibit 1, with Community Action Duluth, for the use of real property located adjacent to North 4th Avenue West for its Seeds of Success program.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a ten-year lease agreement with Community Action Duluth ("CAD") for use of real property adjacent to North 45th Avenue West, near Denfeld High School. CAD's Seeds of Success program is an urban agricultural and transitional employment program that provides unemployed Duluthians transitional employment by growing vegetables. Produce is sold at the Lincoln Park Farmer's Market and wholesale accounts to meet food access needs for the community.
This lot currently has a former church parking lot, and in 2017 the City of Duluth will construct site improvements including a Deep Winter Greenhouse, hoophouse, storage sheds, and outdoor classroom. The city acquired the adjacent lot, on North 45th Avenue West and Grand Avenue, when a church was removed after the 2012 flood; this property was leased in 2016 to the Duluth Community Garden Program.
CAD shall lease the real property from the City at no cost. The consideration for the lease shall instead be the public benefit provided by CAD through its Seeds of Success program and use of the outdoor classroom and community spaces. Under the terms of the lease agreement, CAD is responsible for all duties and costs associated with the use of the property, including maintenance and utilities.
