RESOLUTION ADOPTING THE CITY OF DULUTH’S DOWNTOWN DEVELOPMENT STRATEGY

CITY PROPOSAL:
WHEREAS, the city of Duluth’s comprehensive plan, Imagine Duluth 2035, identified downtown as a transformative opportunity and a high priority for the future; and
WHEREAS, city staff and partners have worked on at least eight studies and plans related to downtown; and
WHEREAS, the collective plans and studies, as they relate to development, coalesce around the objectives of building housing, focusing development on key priority areas, increasing and connecting open spaces, and activating spaces downtown; and
WHEREAS, those plans and studies have engaged key stakeholders to determine the vision for downtown Duluth; and
WHEREAS, the planning and development division has conducted an assessment of the plans and studies and identified the action steps in the Downtown Development Strategy attached as Exhibit A;
WHEREAS, the purpose of this strategy is to summarize development strategies from previous planning efforts and identify an action plan related to downtown development;
RESOLVED, that the city council, in support of the comprehensive plan and downtown investment, hereby adopts the Downtown Development Strategy as an action plan for downtown Duluth.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to provide city council’s formal support of the city of Duluth’s Downtown Development Strategy. This document brings together all recent planning efforts and studies related to the downtown district and identifies four main goals: Build Housing; Focus Investment on Priority Areas, Increase and Connect Open Spaces; and Activate. This document will help the City clearly advance the work needed to create a thriving downtown.
