CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to amend agreement L30697 with Rachel Contracting, LLC for the Brighton Beach Lakeshore Stabilization project to include repairs to coastal areas and park grounds that were damaged by wave and wind action in November of 2022 as detailed in the attached proposal as Exhibit A, and to increase the amount by $785,590.50 for a new total of $1,495,856.50, payable from fund 225-125-1822-5310-STRM1122-01 (disaster recovery fund, finance, storm surge November 2022, contract services, storm surge November 10, 2022, Brighton Beach).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution amends agreement L30697 with Rachel Contracting, LLC by an increase of $785,590.50. This additional work scope includes the removal of debris from the lake and park, excavating and stockpiling soils, site restoration, replacement of erosion control barriers, salvaging and installing stones with anchoring, and rebuilding paths to the shore. 75% of the additional costs will be paid for by the State of Minnesota Department of Homeland Security and Emergency Management.

 

The remaining 25% of the additional costs to be incurred under this resolution will be paid for by long-planned City bonding intended to cover various City costs in association with multi-phase state- and FEMA-supported reconstruction of the storm-damaged DECC seawall, Lakewalk, and Brighton Beach Park.
