A RESOLUTION REQUESTING FUTURE UPDATES FROM THE CITY REGARDING SHORT-TERM RENTAL PROPERTIES IN THE CITY OF DULUTH.

BY PRESIDENT NEPHEW AND COUNCILOR TOMANEK:
WHEREAS, on November 10, 2025, the city council passed Ordinance No. 25-028-O, an ordinance imposing a moratorium on short-term rentals;
WHEREAS, on September 14, 2026, the city council passed Ordinance No. 26-038-O, an ordinance amending chapters 29 and 29a of the Duluth city code to regulate short-term rental licensing and permitting;
WHEREAS, on September 28, 2026, the city council passed Ordinance No. 26-040-O, an ordinance amending chapter 50, section 50-19.8, section 50-20, section 50-24.2, section 50-37.17, section 50-39, section 50-41 of the Duluth city code regarding lodging; and
WHEREAS, the city of Duluth has a goal of stabilizing the short-term rental market and preserving the integrity of our neighborhoods.
NOW, THEREFORE, BE IT RESOLVED, that in March of 2027 and September of 2027 the city council requests an update from the City on enforcement procedures, efficiency, and data on the quantity of licensed and unlicensed short-term rentals in the city of Duluth.
BE IT FURTHER RESOLVED that the Duluth city council in September of 2027 shall review the above ordinances for any possible amendments around neighborhood density, preservation of single-family homes and rentals.
Statement of Purpose
STATEMENT OF PURPOSE. The purpose of this resolution is to request informational updates from City staff be provided to the city council in March of 2027 regarding the regulation of licensed and unlicensed short-term rental properties within city boundaries. The council requests this information in order determine the appropriate next steps in stabilizing the short-term rental market and preserving the integrity of Duluth's neighborhoods.
