RESOLUTION AUTHORIZING ACCEPTANCE OF A $100,000 GRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES AND MINNESOTA LAKE SUPERIOR COASTAL PROGRAM TO SUBSTANTIALLY COMPLETE RESTORATION OF CHAMBERS GROVE PARK.

CITY PROPOSAL:
RESOLVED, that the city of Duluth agrees to accept the grant award and the proper city officials are authorized to enter into a grant agreement substantially in the form of Exhibit A with the Minnesota department of natural resources.
FURTHER RESOLVED, that the city of Duluth has the legal authority to accept the money, and the financial, technical, and managerial capacity to ensure proper construction, operation, and maintenance of the project for no less than 20 years.
FURTHER RESOLVED, that the city of Duluth estimates the total project cost to be $200,000, including the total grant amount of $100,000 (deposited in 225-030-1808-4210-02 Flood -310 - Disaster Recovery Fund, Finance, Disaster Aid and Revenues, Pass-thru Federal Grants Operating); and 1:1 matching funds as follows: $100,000 from 452-030-4750 Tourism & Recreational Projects, Finance, Sale of Bonds.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the acceptance of a $100,000 grant from the Minnesota Department of Natural Resources and Minnesota Lake Superior Coastal Program to substantially complete restoration of Chambers Grove Park. The project will plan and build a one-half mile interpretive trail in the park. The interpretation will explain the historical and ecological significance of the park area. The project will also reduce riparian habitat disruption and soil erosion caused by social trails.
