RESOLUTION AUTHORIZING ACCEPTANCE OF A GRANT FROM THE ECONOMIC DEVELOPMENT ADMINISTRATION FOR $4,938,067 FOR ENHANCED RECONSTRUCTION OF THE DECC SEAWALL.

CITY PROPOSAL:

WHEREAS, The Duluth City Council authorizes the City to accept $4,938,067 from the US Economic Development Administration under the FY 2020 Cares Act Supplemental Notice of Funding Opportunity Number PWEAA2020 to support the Coastal Infrastructure Rehabilitation Project.

 

WHEREAS, The City Council names Emily Larson, Mayor as authorized representative for said EDA grant award.

 

WHEREAS, The City Council confirms all non-EDA funds are committed to the project, available as needed, are not derived from federal sources, and not conditioned or encumbered in any way that would preclude their use consistent with the purpose of the project.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes acceptance of $4,938,067 from the United States Department of Commerce Economic Development Administration for enhanced reconstruction of the seawalls behind the DECC to a standard that will permit large vessels, including cruise ships, to moor. State of Minnesota bonding support approved by the legislature in 2020 will provide the required $3,292,045 non-federal matching contribution.
