BY COUNCILOR ANDERSON:
WHEREAS, the Duluth City Charter requires the city council to meet on the first Monday of January and to elect one councilor as president and one as vice-president;
WHEREAS, the council wishes to establish a procedure for conducting the election of the council president and vice-president at the city council meeting scheduled for January 9, 2017.
THEREFORE, BE IT RESOLVED, that the city council conduct the election of council president and vice president on January 9, 2017, in the following manner:
(a) The city clerk will provide a ballot to each councilor with the name of the councilor and the names of the nominated candidates for president of the council.
(b) Once the councilors have marked their ballots, the city clerk will collect the ballots and tally the number of votes for each candidate and announce the result. If a nominee has the majority of votes, that nominee will be named president of the council. If no candidate has a majority of the votes, the clerk will provide each councilor with another ballot. The councilors will vote a second time and the city clerk will tally the second round ballots. If a nominee has the majority of votes on the second round ballots, the nominee will be named president of the council. If no candidate has a majority after the second round of voting, a third round of voting will be held. If no candidate has a majority of votes after a third round of voting, the city clerk will determine the winner by coin toss.
(c) The council will use the same procedure outlined in (a) and (b) to elect the vice-president of the council.
