RESOLUTION AMENDING THE 2024 FEE SCHEDULE RELATED TO USE OF CITY-OWNED ELECTRIC VEHICLE CHARGING STATIONS.

CITY PROPOSAL:

RESOLVED, that the costs of connecting to and utilizing City-owned electric vehicle charging stations are hereby established as follows:

 

$1.00 fee for connecting to any Level 2 charger, with $0.20 per kWh.

$5.00 fee for connecting to any Level 3 charger, with $0.30 per kWh.

 

FURTHER RESOLVED, that revenue from City-owned charging stations will be deposited into fund 257-015-4375 (energy management, public administration, charging station revenue).

 

FURTHER RESOLVED, that no later than February 15th, 2025, and annually in all subsequent years, the Director of Property, Parks and Libraries shall submit a report on the total amount of connections to City-owned charging stations and electricity dispensed to vehicles during the prior calendar year to the city council.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution amends the 2024 fee schedule to include the costs of connecting to and using City-owned electric vehicle charging stations. In 2017, Minnesota Power, Enbridge Energy, and Hunt Electric donated a solar-powered electric vehicle charging station near Endion Station to the City of Duluth. Begun as a demonstration project, the service was initially offered at no charge. Imposition of fees at this station and those in City parking lots will enable the City to recoup costs for maintenance of vehicle charging infrastructure.
