RESOLVED, that the proper city officials are hereby authorized to execute an agreement with MSA Professional Services Inc. for the design of Waabizheshikana: The Marten Trail Segment 7 project for a total amount not to exceed $140,744.00, payable from fund 205-130-1220-5310-CM205-WENJUS-24EPA (Parks Fund, Community Resources, Parks Capital, Cap Mtce Fund 205, Contract Services, West End Environmental Justice, 2024 GLRI-EPA Environmental Justice Grant).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with MSA Professional Services Inc. for professional engineering services related to design of Waabizheshikana: The Marten Trail Segment 7 project for a total amount not to exceed $140,744.00.
This project will provide design, construction documents, and construction management for the Waabizheshikana: The Marten Trail Segment 7 project. Waabizheshikana: The Marten Trail is envisioned to be a 10-mile multi-use, crushed limestone trail along the waterfront of the St. Louis River. The City's portion of the Segment 7 project includes approximately 0.6 miles of new trail construction beginning at the Perch Lake Landing located at 12100 Hwy 23 and extends Westward to approximately 128" Avenue West.
Funding for this project comes from a U.S. Environmental Protection Agency grant.
The City Purchasing Department issued a Request for Proposals on October 7th, 2025, with the goal of qualifying multiple firms. Four proposals were received by the due date. The proposals were evaluated by a team of City staff, and the top 2 proposals were selected for interviews.
