RESOLUTION AUTHORIZING ACCEPTANCE OF A GRANT OF $200,000 FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES ATV DEDICATED ACCOUNT TO SUPPORT A STUDY OF POTENTIAL ATV ROUTES IN FAR WESTERN DULUTH.

CITY PROPOSAL:
WHEREAS, resolution 24-0922R authorized an application for funding from the ATV Dedicated Account administered by the Minnesota Department of Natural Resources to support a study of potential ATV routes in far western Duluth.

WHEREAS, there is no local match funding required for acceptance of the award from the ATV Dedicated Account.

NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to accept and execute the grant contract, substantially in the form of Exhibit A, with the Minnesota Department of Natural Resources for funding in an amount not to exceed $200,000 from the ATV Dedicated Account with said funds to be deposited into fund 205-130-1220-4220-01-CM205-ATVTRL-25ATV (parks fund, community resources, park maintenance, State of Minnesota capital, capital maintenance fund 205, ATV trails, ATV grant).

FURTHER RESOLVED, the term of the contract will expire on June 30, 2028.

FURTHER RESOLVED, the Duluth City Council names the fiscal agent for this project as Nina Salinas, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes acceptance of a grant in an amount not to exceed $200,000 from the ATV Dedicated Account from the Minnesota Department of Natural Resources (DNR) to support an ATV Route Study in far western Duluth. The City will incur no financial cost to conduct the study.

The City is pursuing the study in response to ATV-owning residents of far western Duluth, represented today by the Duluth-based nonprofit Head of the Lakes ATV Club, who have long wanted the City to designate select routes in Duluth for ATV use to enable Duluth ATV riders to connect to the outlying statewide ATV trail network.
