CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with JMF Construction, Inc. for the 2026 Street Preservation Project - Gary New Duluth, in the amount of $3,232,160.65, payable from fund 440-038-5530; SIP2026-2092-Gary/New Duluth (street improvement program; Special Assessment Contracts, improvements other than buildings, 2026 Street Improvement Projects, 2026 Street Preservation).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with JMF Construction, Inc. for the 2026 Street Preservation Project - Gary New Duluth, in the amount of $3,232,160.65.
The 2026 Street Preservation Project is located in the neighborhoods of Gary New Duluth, Duluth Heights, Chester Park, and UMD. The work includes milling, full-depth reclamation, bituminous overlay, concrete curb and gutter, concrete driveways, concrete sidewalks, ADA improvements, and stormwater improvements.
On March 23, 2026, the City of Duluth Purchasing Division issued an Invitation to Bid for this project. Five bids were received and JMF Construction was deemed the lowest responsive and responsible bidder. The bid summary is attached and hereby incorporated into this resolution as Exhibit B.
