Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an amendment to agreement L30872 with KTM Paving for additional construction services for Knowlton Creek Bridge Abutment project as detailed in the attached proposal as Exhibit A, for an increase of $103,076.95 and a new total amount not to exceed $498,732.28, payable from fund 452-030-5530-HANDHTAX-1506 (capital improvements, finance, improvements other than buildings, half & half tax projects, Nordic - Lower Spirit), and from fund 225-125-1825-5310-FLD0624-01 (disaster recovery fund, finance, flooding June 2024 (FEMA), contract services, flooding June 18, 2024 (FEMA), Puker washout at Spirit Mountain).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to agreement L30872 with KTM Paving for additional construction services for the Knowlton Creek Bridge Abutment project at Spirit Mountain. The additional costs are primarily attributable to damage to the project site and construction in progress from two declared heavy rain disasters. The rain events caused damage to the project site and construction in progress, delays and difficult working conditions, and scope changes including additional lean mix and rip rap, parking lot washout repair, culvert repair, and road/trail repair. The additional costs will be funded by a federal grant, a state grant, a portion of the proceeds of a one-half-of-one-percent increment in local tourism taxes put aside for outdoor recreation facilities in the St Louis River Corridor, and disaster recovery funding.
