CITY PROPOSAL:

RESOLVED, that, notwithstanding the authority granted to the city of Duluth pursuant to Laws of Minnesota, 1997 Chapter 231, Article 2, Section 53, the city council of the City of Duluth hereby expresses its intent to not reinstate cancelled, unpaid assessments, as set forth on Exhibit A attached hereto, against the tax forfeit properties set forth on said Exhibit A upon their sale by the St. Louis County Land Department, excluding the repurchase of any such property by the prior owner thereof at the time of forfeiture.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to memorialize the City's intent to not reinstate certain assessments which were canceled as a result of the subject properties being forfeit to the State for non-payment of taxes.

The resolution supports a cooperative effort between the City and St. Louis County to optimize the future ownership and use of two categories of tax forfeit properties:
1. Environmentally and recreationally valuable open space parcels whose protection best advances the public good.
2. Development-appropriate whose sale and reuse best advance the public good.

The City and the County have dubbed this two-pronged cooperative effort, "The Strategic Lands Realignment Project". Resolution No. 20-0878 on this Agenda supports the first prong by establishing a process for transferring a large volume of environmentally valuable open space parcels to the City for a modest cost reduced approximately $3.9 million from estimated market values.

This resolution supports the second prong - sale and reuse of development-appropriate properties - by affirming the City's commitment to not inhibit sale by reinstating assessments that accrued to the property under previous ownership.
