CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with A Plus Contractors for the Lower Spirit Mountain Nordic Trail project for a total amount not to exceed $423,007.50, payable from fund 452-030-5530-HANDHTAX-1506 (tourism & recreational projects, finance, improvements other than buildings, half & half tax projects, Nordic - Lower Spirit).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with A Plus Contractors for the Lower Spirit Mountain Nordic Trail project for an amount not to exceed $423,007.50.
The project is funded entirely by contributed funds. There is no cost to the City of Duluth.
This project will expand the existing Nordic trail system adjacent to the Grand Avenue Chalet by constructing both a 0.8-kilometer loop and a 2.0-kilometer trail connecting to the trail system at the top of the mountain.
The scope of work includes excavation and grading of trail paths, building retaining walls, installing culverts and riprap along drainage routes, placing trail access gates, and seeding the construction area.
Purchasing issued an Invitation to Bid on January 26th, 2024 and received three bids as listed below. A Plus Contractors submitted the lowest responsive bid.
