CITY PROPOSAL:

RESOLVED, that the city council hereby amends the 2017 annual action plan adopted by resolution #17-0500R to substantially change the Multi-Family Acquisition Project by One Roof Community Housing from meeting the national objective of low and moderate income housing to elimination of slums and blight;
FURTHER RESOLVED, that the city council recognizes this site as blighted and is currently negatively impacting the surrounding neighborhood and the acquisition and demolition of these buildings is necessary to improve the quality of the neighborhood.

Statement of Purpose
STATEMENT OF PURPOSE: The 2017 annual action plan originally included the Multi-Family Acquisition project for $152,215 to One Roof Community Housing and identified it as a project that would meet the U.S. Department of Housing and Urban Development (HUD) 'low and moderate income housing' national objective by assisting in the development of affordable housing at a site to be later identified. Since that time, One Roof Community Housing has identified property at the corner of 6th Avenue East and 4th Street in Duluth for a housing development, including affordable units. Given availability of funding and the presence of vacant, blighted, and deteriorated properties at this site, it was determined that CDBG Funds from HUD would be best utilized for the removal of blight conditions by acquiring and demolishing the buildings. This requires the change of the project's national objective to 'elimination of slums and blight' on a spot basis. As a result, the spot blight will be eliminated providing an immediate benefit to the community and will also result in a future housing development at the site.
